In Hong Kong, data protection is governed by the Personal Data (Privacy) Ordinance (PDPO). The law sets forth rights of data subjects and imposes obligations on data controllers; it also governs collection, processing, handling, holding and use through six data protection principles. It was introduced in 1996 and significantly amended in 2012 and 2021.
The PDPO requires that anyone who processes data that is likely to affect an individual must first seek the consent of that individual. If a person agrees to the processing of their data, then they can sign a form authorising the data to be used. This must be kept on file by the data controller. The PDPO also contains provisions on the disclosure of personal data without consent, which is known as ‘doxxing’.

This data can then be used to make informed decisions and support decision-making across a range of business functions. To help businesses keep pace with the growing demand for data, the HK Information and Communications Technology Association (HK ICT) launched the Data Science and Artificial Intelligence Taskforce in 2017. The taskforce is dedicated to helping companies take advantage of the opportunities offered by the data economy and promoting its adoption in the region. Its members are committed to building a vibrant data science and AI industry in the HK ICT ecosystem through collaboration with government agencies, academia, research institutions and other stakeholders. It is also committed to working with other industry associations to advance the data science and AI initiatives in the regions. It will also promote best practices and promote the adoption of data science and AI in the workplace, including through its annual training workshops for business executives. These workshops are free of charge and open to all ICT professionals.
